ARTICLE ONE. SECTION 4, OF THE US CONSTITUTION STATES. IN PART. "THE TIMES. PLACES. AND MANNER OF HOLDING ELECTIONS ... SHALL BE PRESCRIBED IN EACH STATE BY THE LEGISLATURE THEREOF."

Now that we have thoroughly supported electronic signature gathering and laid the foundation to modernize our elections processes. the next logical step is to do the same for our voting system as well! So let the echoes of all the information presented for making electronic signature gathering carry over into this proposal, because we know that the oppression of technology is truly how elected officals keep the voters out of having a say in what they are doing! It is over 15 years ago now that intemet voting was derailed by our elected officials, and it is time we took another run at modernizing these processes!

Our proposal allows for all of the concerns that have ever been raised, to be addressed as we seek to turn on our most secure. accountable. inclusive. and complete voting system ever! This system does not remove the existing mechanisms of voting. it simply completes them by adding the option to vote online! It also embraces a more comprehensive approach to creating hard copy records and voter receipts that are far superior to what we currently receive as voters!

It is not enough that our ballots are simply verified as having been received and counted. we want to know that our individual voter intent is intact and verifiable during any election process

It is important to dig in to the history of intemet voting. There is much to learn from a. even more to grow as a result. We will not grow our online capabilities on this front by ignoring them. We have the ability to safely embark on this modemization of our elections process as it is time to end the fear a. doubt associated with the limitations of our current system!

The Following document provides a comprehensive look into the history and reasons why we do not have remote internet voting today! Internet source referenced here is: The Election Assistance Commission is an i.ependent agency of the United States govemment created by Me Help America Vote Act of 2002. The Commission serves as a national clesring.use and resource of information regarding election administration. To view this document directly online go to:

An intranet is a small-scale world wide web that is protected by a fire-wall which PREVENTS HACKER INTRUSIONS. When this system is even further dedicated to just ballot voting processes. like we are proposing here, it becomes even more secure,

Government in California already uses intranet technology to secure its day to day business The point is that our elected officials are using dedicated intranet servers to navigate our our most delicate government interactions. Intranet is also used for example, in the most secure state and local prison settings where we house the most notorious hackers. and at every level of governance throughout the state. so we are quite capable of using it to help secure a dedicated online statewide ballot voting system as well,

To think otherwise. or to let fear of hacking keep us from developing these processes, is the highest form of hypocrisy that our elected officials display! They can use this technology but we can't? Time to wake up and overcome these fears because they are only serving to keep we the people from having a say in our own system of governance! California is simply too big to manage without modernizing and evolving our elections processes!
